On the Issues of the Development of the Soviet Foreign Policy Conception
Abstract
It is no coincidence that, from the thesis of the Central Committee of the Communist Party of the Soviet Union on the 50th anniversary of the Great October Socialist Revolution, I pay considerable attention to the development of and around Soviet foreign policy. It is a reflection of the role played by Soviet foreign policy in the process of creating favorable external conditions for socialist and communist construction, in the efforts of the Soviet Union to ensure peace between nations. I understandably pay a great deal of attention to the current circles of the foreign policy of the Soviet Union, which they perceive as part of the foreign policy of the socialist system. Understanding the current state of Soviet foreign policy, however, does not only presuppose knowledge of all the contexts that create and influence this policy today, but also presupposes knowledge of its development to date, at least in its basic features, knowledge of the tendencies on which Soviet foreign policy programmatically follows. This state is an attempt at reflection of this kind without being understood as an attempt at exhaustive reflection.
